Governor Culver Announces Allocation of Next Round of Jumpstart Iowa Dollars |

MOINES) – Governor Chet Culver announced yesterday the allocation of $45
million in federal community development block grants (CDBG) to
communities and counties across Iowa, and wants all Iowans
to be aware of where they can apply for financial assistance. The CDBG
funds will be used to continue the state's new Jumpstart Iowa initiative, a housing and small business program designed to help Iowans affected by this years devastating severe weather. "One
month ago, I announced the creation of the Jumpstart Iowa program to
help families and small business owners pick up the pieces following
the floods and storms of 2008," said Governor Culver. "This program has
helped many Iowans get back on their feet. But there are still Iowans
who can benefit from this program and these dollars will help us do
just that." The $45 million allocation announced today is part of $85 million in federal emergency CDBG funds that Iowa has
received to date. The remainder of the first round of CDBG funds is
being used for housing buy outs, new home construction, hazard
mitigation, and public infrastructure improvements. Governor
Culver also announced today that the US Dept. of Housing and Urban
Development has approved nearly $72 million out of the remaining $200
million in disaster CDBG grants for Iowa disaster relief. “As
Governor, I will not rest until every penny available has been secured
to help rebuild our state,” said Governor Culver. “This is why I will
continue to work with HUD and all of our federal partners to ensure
that Iowans have the resources they need from future allocations.” HUD informed the Governor today that they expect to make a portion of allocations from the $6.5 billion 2nd round federal disaster assistance package by December 1st. In
addition, the Governor today announced an effort to reach those who are
eligible for this program with a new public service campaign. Print,
billboard, radio and television announcements direct Iowans to the
Jumpstart Iowa website (jumpstart.iowa.gov) or to the toll free number 1-866-849-0323 to find out more information and apply for financial assistance. Governor Culver and Lt. Governor Judge made today's announcements 5 months after Iowa's crisis began. On May 25, an EF5 tornado ripped through northeast Iowa,
killing 7 people. Over the coming days, floods and severe weather would
impact more than 340 communities in 88 counties. Since that time, more
than $1 billion in state and federal assistance has been received or
allocated for rebuilding homes, businesses and infrastructure across
the state. "This
year's storms were historic, but the response of Iowans has been
equally historic," said Lieutenant Governor Patty Judge. "From our
congressional delegation to local and state government to individual
Iowans, the question has always been the same: what can we do to help?
We've made great strides over the past five months, and we're not about
to slow down our work to rebuild a stronger, better Iowa." Below
is a chart that details the combined total of state and federal dollars
to each COG and entitlement city from the Jumpstart Iowa Program. This
total includes both the original $40 million in state funding as well
as the $45 million in CDBG dollars allocated today.
